Central Defence Agency Code of Conduct

The Central Defence Agency is dedicated to creating a fair and safe environment for all members. To support this goal, we have established a Code of Conduct (CoC) that applies to everyone, regardless of rank. Violating this Code may lead to various consequences.

Members must report any incidents of non-compliance to Internal Affairs, with appropriate evidence.

This Code of Conduct outlines the expected behavior for all employees and helps ensure the safety of both staff and visitors. Following these guidelines is essential for maintaining a professional and secure workplace.

1. CDA Rules:

1.1 Showing respect to all regardless of rank, age, gender, etc.

1.2 English Only Policy (EOP), while you are in the CDA Base, this policy goes into effect for the respect of all other players within the base. This rule is in place to monitor bullying, harassment, rudeness to members, visitors and rule breakers. Failure to follow this rule, will result in consequences.

1.3 Unauthorized individuals who are not part of CDA are not allowed entry into the base. Employees are to verify the B.U.M before granting access to any person.

1.4 Colored chat is allowed in base except for the RED. Themed Chat, are not allowed unless purchased from a Rank Seller.

1.5 Double Jobbing is strictly prohibited. This may lead to immediate firing if proven guilty.

1.6 Self-Promoting is strictly prohibited. This may lead to immediate firing if proven guilty.

1.7 Poaching, Harassment, and Trolling are strictly prohibited.

1.7.1 Poaching - Attempting to recruit an employee to another agency.

1.7.2 Harassment - Unwelcome conduct, verbal or physical or other.

1.7.3 Trolling - Posting online or behaving in real life in a way that is intended to upset or provoke others.

1.8 Plagiarism & Copying documents that belong to CDA; this includes anything that follows;

1.8.1 Anything that was created for CDA use such as documents for our Special Units, iC Tasks, and much more.

1.8.2 Any documents linked on CDA Website, Discords, Portal and on Habbo.

1.8.3 Including Base Designs, Ranks, Badges.

1.8.4 Breaking this rule, will result in Ban on Sight (BoS).

1.9 Dancing and Special Effects are allowed in the base.

1.10 Employees and Visitors must wear their CDA Badges during their time within the base.

1.11 Personal information about any member is not to be asked or shared by anyone.

1.12 All members are to follow the Habbo Way at all times.

1.13 Online time and Public Profile are to be visible at all times in order to earn promotions, pay, bonus pay. Failure to show your profile, may result in dismissal or Strike.

2. CDA Room Policy:

2.1 While in a CDA Room, you should always be following the CDA Rules listed in this Code of Conduct.

2.2 While at a station, you should not be idling and always paying attention.

2.3 While participating in an event, please follow the instructions of the host of the game.

2.4 RR Holders: You will be required to keep the base clean and least cluttered as possible.

2.5 Training & Hallway: These areas are for business purposes and not for social purposes. You will need to respect the training that is happening and should not interrupt the sessions.

Failure to follow the CDA Rooms Policy, will result in strikes, and loss of room rights for RR Holders. We have the right to mute, kick or ban any misconduct or rule breaker of the Code of Conduct. Everything will be going to Internal Affairs.

3. Hiring Requirements:

3.1 Accounts must be 5+ days of age.

3.2 Must have an achievement score of 850+.

3.3 Must have a minimum of 9 friends added.

3.4 Must have a visible profile..

If they do not need the requirements, they are not to be hired for a CDA position until requirements are met.

4. Leave of Absent (LOA) Policy:

4.1 You will only be able to apply for LOA if you are going away for 5+ days. (See inactive policy for more information)

4.2 Must be requested in the portal at least 3 days in advance. Special Permission can be given by 1iC+ (ex. Emergencies)

4.3 Must be approved by 1iC+ before LOA starts.

4.4 Employees cannot collect pay or promotion while on LOA.

4.5 CDA Employees are only allowed to take 30 days at a time.

4.6 Special Units have the right to remove any member that has been inactive for more than 30 days.

4.7 If found active around Habbo for a long period of time, LOA may be revoked.

4.8 CDA Members may still visit the base and be around, just not at a station.

4.9 If a member doesn’t come back after the LOA ends (48 hours), it may result in a demotion or dismissal from CDA.

5. Promotion Policy:

5.1 CDA Members should not ask for promotions at any time.

5.2 Must have online time available at all times. If turned off, members shall not receive a promotion.

5.3 CDA Members must be eligible for a promotion via portal to receive a promotion.

5.4 CDA Members must be called to Attention “ATT” for a promotion to happen.

5.5 CDA Members are to wait the allotted time per their division.

5.6 Members are to be promoted based on their contributions to CDA.

5.7 Self-Promotions are strictly prohibited.

5.8 Eligible members and promoters must both be 30 minutes actively working at a station to proceed with promotion.

5.9 Promoter Tags shall be appropriate and following all CDA Rules. Each promoter must have a tag that is 3 to 4 characters long that is associated with your Habbo Username.

5.10 CDA Members may receive a max of TWO consecutive promotions from the same promotion.

5.11 Between each promotion, the promoter must wait 5 minutes to promote another member. Please note, this rule is in place to prevent the hoarding of promotions.

6. Base Commands:

6.1 CDA has commands that are to be followed when called.

6.1.1 ATT - Attention - Employees are to stand before the reporting higher-ranking employee, wave, and say “Yes Sir/Ma’am”.

6.1.2 AE - At Ease - Employee may resume their prior task or return to their station.

6.1.3 FTF - Fill The Front - Employee is to sit at the Main Desk.

6.1.4 FTS - Fill The Security - Employee is to sit at one of the stations in Security.

6.1.5 FTT - Fill The Training - Employee is to sit at one of the stations in Training.

6.1.6 FTTD - Fill The Transfer Desk - Employee is to fill a station at the Transfer Desk.

6.1.7 FTHD - Fill The Help Desk - Employee is to fill a station at the Help Desk.

6.1.8 FTB - Fill The Back - Employee is to fill a station at the back of the base. Mainly used to clear the hallways of the base.

6.1.9 BTB - Back To Base - When at an External Event, this may be called to report back to the Main Base.

7. Pay Policy:

Pay will be conducted during 6AM 7 AM 12PM 1PM 6PM 7PM 12AM 1AM - UK Time. Please see our website for Time Conversion.

7.1 In order to receive pay, you must have the following;

7.1.1 CDA Portal Account.

7.1.2 Profile & Online time visible.

7.1.3 Must be claiming on your main account.

7.2 Standard - Trial iC (Non-iC): Total of 3c per pay times.

7.3 iC Divisions: Total of 4c per pay times.

7.4 Each pay time lasts ONE HOUR, members will be required to stay using the duration of the time.

7.5 Members are allowed to convert their pay into ranks or use it for the shop located in the portal.

7.6 Payments cannot be transferred to other members.

7.7 If a member departs from CDA, is dismissed or becomes inactive, any balance within the account will reset to zero.

7.8 Members claiming must have a Trading Pass, failure to have a trading pass, the pay claim will not be revered.

7.9 To receive payment, you must be active on Habbo.

7.10 Foundation are the only members that will give credits out.

7.10.1 Rank Sellers are NOT to give coins out.

7.11 Pay Ban: When pay ban, members will not be allowed to claim any pay during pay times. Time for pay ban will be given by the Finance Unit Leadership.

7.12 Bonus Pay: CDA is offering Bonus Pay for each hour that you do.

7.12.1 Maximum of 2 hours of Bonus Pay to be claimed per member.

7.12.2 Bonus Pay must be completed OUTSIDE Pay Times.

7.12.3 In order to receive Bonus Pay, you will need to follow all rules under Pay Policy.

8. Transfer Policy:

8.1 Transfer Requirements:

8.1.1 100+ members on the main badge.

8.1.2 30+ members on the 2nd division badge. (Usually Security)

8.1.3 Must have been in the badge for 3+ days.

8.1.4 Must follow the Hiring Requirements (CoC- 3.0.0)

8.2 Member must not be in Ban On Sight (BoS), Do Not Hire (DoH), Punishment list or have any mafia affiliation.

8.3 If previously hired by CDA, members must follow the Reinstatement transfer process.

8.4 Any iC Ranks are to be offered by Foundation or Transfer Unit Overseer or Director(s).

9. Inactive Policy:

9.1 Standard Division - Government: Members can be inactive for 14 days without an LOA. .

9.2 Leadership - Ownership: Members can be inactive for 7 days without an LOA.

9.3 Members who exceed the allowed time limit may be removed from CDA without notice due to their inactivity. This will include the removal of your portal and badges.

9.3.1 Members removed due to their inactivity, may rejoin but there will be no guarantee of their same rank being reoffered.

9.4 If a member has the online time hidden on Habbo, we will be using their Portal Activity and will be handled as needed. Please note that Online Time and Profile need to be visible at all times.

10. Return, Veteran and Retirement:

10.1 Returning: For individuals who were once part of the CDA Team and decided to transition to another agency but now wish to join us again, we consider it fair to apply a reduction in rank due to the members' departure. The Transfer Unit will carefully review their return and discharge history to determine placement.

10.1.1 1st Rejoining: One Division Demotion (-1)

10.1.2 2nd Rejoining: Two Division Demotion (-2)

10.1.3 3rd Rejoining: Three Division Demotion (-3)

10.1.3.1After leaving the 3rd time, you will be at risk to be placed into the Do Not Hire (DNH).

10.2 Veteran: For individuals who were once part of CDA Team for a long period of time and have retired voluntarily from their duties at CDA. Members must meet the requirements in order to be considered a Veteran.

Requirements:

10.2.1 Must have worked in CDA for 4+ Months.

10.2.2 Must hold a rank of 5iC or above.

10.2.3 Resignation notice must be submitted in advance.

10.2.3 Must wait 1 month before returning to CDA.

11. Dismissal Policy:

11.1 CDA reserves the right to dismiss members upon an intensive investigation completed by internal affairs or any broken rules within the Code of Conduct.

11.2 Dismissal may happen without any notice, but approved by Foundation and Internal Affairs.

12. Room Rights Holder and Badge Admin:

12.1 Room Rights or Badge Admin are to be given to members who are trusted by the Foundation Team, not based on a person's rank.

12.2 Room Rights Holder are to keep the base clean and neat.

12.3 Abusing any of the administrative power will result in permissions being removed as well as disciplinary actions.

13. Disciplinary Action Policy:

13.1 The strikes issued to be given to members are subject to be reviewed by the Internal Affairs Department for FINAL APPROVAL.

13.2 The system that CDA follows does as follows:

13.2.1 Verbal Infraction: Member is to be given a verbal infraction which is to be logged via Portal. No further action is to be taken.

13.2.2 Warning: Members who continue to break the Code of Conduct will receive a written warning. Subject for approval from Internal Affairs.

13.2.3 Strike 1: Members who continue to break the Code of Conduct will be issued a first strike in which disciplinary action is taken by Internal Affairs.

13.2.4 Strike 2: Members who continue to break the Code of Conduct disregarding the previous warnings will be subject to demotion, in which the action will be taken by Internal Affairs.

13.2.5 Strike 3: Members who accumulate a 3rd strike will result in dismissal from CDA. Depending on the offenses and actions taken by Internal Affairs.

13.2.5.1 Upon dismissal, the employee can return to CDA within 7 days, but will start from the bottom.

13.3 Disciplinary Action may include dismissal, suspension, and demotions depending on Internal Affairs and Foundation.

13.4 Any action can be contested through Internal Affairs and completing the proper form.

14. Portal Policy:

14.1 All CDA Employees are to be able to register a portal upon hiring.

14.2 All activities such as promotions, training, transfers, etc, are to be used on the portal, otherwise the activity will not count towards your contribution.

14.3 Pay Claims are to be made through the portal, if not, it will be invalid.

14.4 Portal Shop: If you buy items from the portal shop, all sales are final. No refunds are to be issued back to a member.

14.5 Sales completed by Rank Sellers are to be logged in the portal

15. Special Visitors & VIP Policy:

15.1 Special Visitors Cost: 70c

15.3 All sales are final, CDA will not be giving a refund.

15.3.1 If you continue to break the rules of the CoC or get banned from the room.

15.4 As a visitor, you will be required to wear the proper badge while visiting the base or any room related to CDA.

16. Donators Policy

16.1 To obtain the Bronze Donator status in CDA, you must donate 100 - 250 coins.

16.2 To obtain the Silver Donator status in CDA, you must donate 251 - 500 coins.

16.3 To obtain the Gold Donator status in CDA, you must donate 501- 1000 coins.

16.4 To obtain the Diamond Donator status in CDA, you must donate 1001- 5000 coins.

16.5 To obtain the Ruby Donator status in CDA, you must donate 5001 - 10000 coins.

DISCLAIMERDonations/SV are not refundable. They go towards funding the Agency only and will strictly not be used for personal use by the Foundation. If a user decides to donate, CDA has tiered donation divisions that specify the perks they will receive for their generosity.

17. Discord Rules & Regulations

- To ensure a safe and enjoyable environment on our server, please adhere to the following guidelines. Violations may result in being muted, kicked, or banned, depending on severity.

- Respect all individuals by treating everyone with kindness and respect. Avoid causing drama in voice or text chats. Do not mock or highlight anyone’s disabilities, and stand against homophobia and transphobia; everyone deserves acceptance. Be considerate of others’ viewpoints and avoid ridicule. Keep messages relevant and avoid unsolicited content in channels.

- All Central Defence Agency employees must create and actively use a Discord account to participate in the CDA’s server for updates. Employees affiliated with external units should join the relevant Discord Server for effective collaboration. Sharing confidential information is strictly prohibited. Discriminatory or inappropriate content will result in immediate disciplinary action. Breaches of these rules may be appealed and will be reviewed by Internal Affairs.
